Britain Needs Strategic Optionality in Space

An Inadvertent Revelation
A recent House of Commons Defence Committee hearing exposed a much deeper strategic question on British national security space than perhaps was intended [Q146-Q153]. Labour MP Fred Thomas asked witnesses what appeared to be a straightforward question: should Britain possess sovereign Earth observation capabilities independent of the United States? The answers from Louise Sandher-Jones, MP, the Parliamentary Under-Secretary of State for the Armed Forces, and Brigadier Jeremy Lamb, Head of Military Euro-Atlantic Security at the Ministry of Defence, were thoughtful, measured, and entirely understandable. Both emphasised the value of allied cooperation, burden-sharing, and Britain's privileged access to world-leading American space capabilities.
The timing of this exchange is particularly striking. Only weeks earlier, the Ministry of Defence's Defence Investment Plan rightly recognised space as central to the conduct of modern warfare and a critical enabler across every domain (pp.48-49). Yet if that assessment is accepted, and it should be, the question of sovereign access to space capabilities becomes more, not less, important. The more central space becomes to national defence, the greater the strategic consequences of relying principally upon capabilities built, owned, tasked, and prioritised by others.
Yet the exchange also revealed an institutional assumption that has shaped much of British defence thinking on space for decades. Implicit in the responses was the view that because Britain enjoys access to unparalleled American intelligence, surveillance, and reconnaissance (ISR) capabilities, the fundamental strategic problem has largely been solved. If the United States can provide exquisite Earth observation data, why should Britain seek to replicate it?
That assumption deserves closer scrutiny. Not because the United States is anything other than Britain's closest and most capable ally, nor because the transatlantic relationship is in long-term doubt, but because access to another country's capabilities is not the same as possessing agency over one's own. The distinction may appear subtle, but in an era of intensifying geopolitical competition, it is becoming increasingly consequential. It is, perhaps, the most important national security space policy debate Britain is not yet having.
Britain’s Privileged Access
Britain enjoys unparalleled access to American military space capabilities. Through the UK-US intelligence relationship and the Five Eyes partnership, British decision-makers benefit from some of the most sophisticated Earth observation, signals intelligence, missile warning, and geospatial intelligence available anywhere in the world. This is an extraordinary strategic advantage and one that successive governments have been right to value.
But access is not the same as sovereignty. Nor is it synonymous with strategic freedom of action.
Access ultimately depends upon American priorities, tasking, political decisions, and operational capacity. Even the closest of allies cannot assume that their requirements will always align perfectly, particularly during simultaneous crises or when finite intelligence assets are being prioritised across multiple theatres. Agency, by contrast, means Britain retains the ability to determine what intelligence is collected, when it is collected, how it is processed and analysed, and how it is integrated into British military and political decision-making. These are fundamentally different concepts.
It’s Not Our Rolls-Royce
A simple analogy illustrates the point. The United States has, in effect, handed Britain the keys to its Rolls-Royce. That is an extraordinary privilege, and one that no sensible strategist would wish to diminish. Yet Britain should never confuse driving someone else's Rolls-Royce with owning its own vehicle.The strategic question is not whether America possesses the world's finest car. It plainly does. The question is what happens when America needs to drive it somewhere else. At that point, Britain will discover that having a reliable Volvo in its own garage may prove strategically more valuable than temporary access to someone else's Rolls-Royce.
The Defence Committee exchange hints at a deeper problem than simple dependence upon American capabilities. It suggests that Britain may have become accustomed to measuring every prospective sovereign capability against the world's most sophisticated national reconnaissance architecture. If that is the benchmark, the conclusion is almost inevitable: anything Britain develops for itself will appear inherently inferior.
Yet this is precisely the wrong comparison.
Agency, Not Capability Absolutism
The question should never be whether Britain can replicate the capabilities of the United States' National Reconnaissance Office. It cannot, and nor should it try. The relevant strategic question is far simpler: what sovereign capabilities does Britain require to preserve its own freedom of political and military action?
The danger lies in what might be termed capability absolutism - the implicit belief that unless a capability approaches the performance of the world's best, it is not worth possessing at all. Throughout history, however, commanders have often preferred capabilities that were available, controllable, resilient, and sufficiently capable over exquisite systems that were scarce, prohibitively expensive, or unavailable when most needed. In strategy, "good enough" is frequently more valuable than "perfect," especially if it remains under one's own control.
The same principle applies in space. Returning to our automobile analogy, Britain has become so accustomed to riding in America's Rolls-Royce that the Rolls-Royce has become the standard against which every other vehicle is judged. By comparison, sovereign alternatives can appear modest, even unnecessary. Yet this overlooks the central strategic point. The Rolls-Royce does not belong to Britain, and it remains available, for now, because the United States chooses to make it available. (It is not lost on the author that the Rolls-Royce automobile company is no longer a British-owned firm.)
A robust Volvo or BMW parked in Britain's own garage, however, may lack some of the Rolls-Royce's refinement and exquisite features, but it can be driven whenever Britain chooses. That is not an argument against the Rolls-Royce. It is an argument that ownership, availability, and strategic agency are capabilities in their own right and that they should feature more prominently in Britain's thinking about military space.
The greatest danger facing Britain, therefore, is not technological dependence. It is conceptual dependence.
Atrophied Strategic Thinking
When another country consistently solves a strategic problem on your behalf, institutions gradually stop asking the underlying questions themselves. The issue is no longer simply one of capability, but of strategic imagination. Over time, the assumption that an ally will continue to indefinitely provide a solution becomes embedded in strategic culture. Alternative approaches are no longer explored because the existing arrangement appears both permanent and sufficient.
In this sense, dependency becomes epistemological: it shapes not only what a country possesses, but also what it considers possible. Britain risks turning into a customer rather than a genuine strategic partner. The consequence is not simply fewer sovereign satellites; it is a diminished capacity to shape the future direction of military space itself.
If access to exquisite American capabilities is taken for granted, Britain no longer feels compelled to ask more fundamental questions. What kind of space architecture best serves British strategic interests? Which payloads should be prioritised? How should artificial intelligence transform the collection, fusion, and exploitation of Earth observation data – and whose AI at that? What sovereign industrial capabilities should Britain preserve? Which emerging European programmes should Britain seek not merely to join, but to help lead and shape?
Instead, the discussion risks ending before it has properly begun: we already have access.
That is not strategic thinking. It is strategic path dependency. It assumes that today's geopolitical relationships, technological architectures, and industrial ecosystems will remain broadly unchanged when all three are evolving at remarkable and disruptive speed.
The Fleeting European Opportunity
Countries that stop building capabilities eventually stop imagining them. When that happens, they surrender more than technology. They risk forfeiting the opportunity to influence the capabilities, architectures, industrial ecosystems, and strategic concepts that will shape the future of European defence and may eventually discover that the partnerships they hoped to join have already been forged without them.
The consequences of this conceptual inertia extend well beyond Britain's relationship with the United States. Across Europe, allies such as France, Germany, Italy, Poland, Finland, Sweden, and Norway are increasingly experimenting with different models of military space capability that are already beginning to emerge. These models are based not on replicating American systems, but on modular constellations, distributed architectures, AI-enabled intelligence exploitation,sovereign tasking, commercial integration, and multinational industrial partnerships. Not every programme will succeed, but together they are helping define the next generation of European military space. They are experimenting with burden-shared sovereignty, whereby individual countries retain meaningful control over critical capabilities while collaborating to achieve greater resilience and affordability than any one country could achieve alone.
Whether every programme succeeds is in fact almost beside the point. Innovation rarely follows a linear path, and some initiatives will inevitably fail. The more important observation is that these countries are collectively shaping the next generation of European military space capability. Through experimentation, procurement, and operational experience, they are determining not only which technologies prove most effective, but also the industrial relationships, technical standards, operational concepts, and institutional expertise upon which future capabilities will be built.
Britain risks arriving late to this process. If the Ministry of Defence eventually concludes that greater sovereign space capability is required, and there are good reasons to believe that moment will come sooner rather than later, it may find that many of the most valuable opportunities have already been seized. Partnerships may already have been formed, industrial ecosystems may already have matured, technical standards may already have been agreed, architectures may already have been designed, and supply chains may already have been committed.
The cost of delay, therefore, is measured not simply in satellites that were never procured but in influence that was never exercised. By standing on the sidelines while Europe's military space ecosystem evolves, Britain risks forfeiting the opportunity to help shape the very capabilities, industrial base, and operational concepts it may later seek to adopt.
The Case for Strategic Optionality in Space
What, then, should Britain's objective be?
It should not be strategic independence from the United States. Such an ambition would be both unrealistic and undesirable. Nor should Britain's future rest upon an assumption of permanent dependence, however close and enduring the transatlantic relationship may remain.
Instead, Britain's objective should be strategic optionality.
Strategic optionality means possessing sufficient sovereign capability to preserve freedom of political and military action. It means being able to operate with allies whenever interests align, alongside allies by contributing distinctive national capabilities, and, where circumstances demand, independently in pursuit of British national interests. The purpose is not to duplicate the extraordinary capabilities of the United States, but to ensure that Britain retains meaningful agency if American priorities, operational demands, or political circumstances diverge from its own.
Far from weakening alliances, strategic optionality strengthens them. NATO has always been most effective when its members bring genuine capabilities to the table rather than relying upon a single dominant partner to provide them. A Britain that invests in sovereign space capabilities, contributes innovative architectures, and helps shape Europe's evolving military space ecosystem is a stronger ally to Washington, not a weaker one. Obviously, strategic optionality is not built overnight; instead, it must be cultivated before it becomes indispensable.
Conclusion
The real choice facing Britain, therefore, is not between sovereignty and alliance. It is between dependence and agency. The goal should never be duplication for its own sake, nor strategic autarky. It should be the preservation of choice: the ability to decide, in partnership with allies where possible and independently where necessary, how Britain protects and advances its national interests in an increasingly contested space domain.
In many respects, the witnesses before the Defence Committee did Britain a service. Not because they settled the question of sovereign space capability, but because they unintentionally exposed one of the most important strategic debates Britain has yet to have.
The hearing suggested that Britain's thinking on military space is still shaped by assumptions formed during an era of uncontested American dominance, when access to unrivalled US capabilities appeared sufficient to meet British needs. That era is passing. The strategic environment has changed, the economics of space have changed, technology has changed, and Europe itself is changing, as allies increasingly invest in sovereign and collaborative capabilities that are reshaping the continent's military space ecosystem.
The question facing Britain is therefore no longer whether it enjoys access to extraordinary American capabilities. It unquestionably does, and long may that continue. The more pressing question is whether Britain is investing sufficiently in its own sovereign capabilities to preserve strategic optionality in an increasingly contested world.
The Defence Investment Plan has already recognised that space sits at the heart of modern warfare. The challenge now is to ensure that Britain's capability strategy reflects that reality. Otherwise, Britain risks proclaiming the strategic importance of space while continuing to outsource too much of the agency required to exploit it. In the twenty-first century, recognising that space matters is only the beginning; establishing and then preserving strategic optionality within it is the real test.
If Britain delays that decision for too long, it risks surrendering more than capability. It risks losing the opportunity to influence the architectures, industrial partnerships, operational concepts, and technological standards that will define the future of European military space. Strategic optionality is ultimately about preserving freedom of choice. Once that freedom has been allowed to atrophy, rebuilding it will prove far more difficult and costly than preserving it today.
